この国の「持続」
昨日、いくつかの選挙関連の討論番組を見たので、今回の総選挙について少し感想を…
それにしても、各政党の論客による討論の中で、「今後、日本という国がどうなっていくのか」について誰も突っ込んだ議論をしないのが不思議でなりません。言うまでもありませんが、この国は、まともな手段では償還不可能なGDPの1.5倍に達する借金があり、詐欺のような年金制度や医療保険制度は事実上崩壊し、生産力を維持できないほどに出生率の低下と少子化が進み、子供の学力はひたすら落ち続け、低所得のフリーターやニートが増え続け、1980年代のニューヨーク並みに日常生活の治安は悪化し、地方には処理不可能な大量の産業廃棄物が投棄され、食料の50％以上を輸入に頼り、最大の貿易相手国である中国との外交関係は悪化し、憲法を無視して海外への派兵が行われている…わけです。どれをとっても国家の存続に関わる重大な問題で、それぞれの現場に身を置く人間、関連省庁の政策担当者、研究者等を交えて議論し、複数の選択肢を提示した上で「国家がとるべき政策」を問わなければ何も進まないわけです。これらの問題を放っておけば、民族派諸氏の言うところの「世界に誇る豊穣な文化・文明を育んだ、八百万の神々のおわす豊葦原瑞穂国」は、そう長い日を置かずして「地球上から消える」でしょう。観念的に「日本にはまだ“元気がある”」なんてバカなことを言ってごまかしている段階ではないことは自明です。
むろん、これらの問題について個別に指摘する政治家、候補者はたくさんいますが、その解決法について、高度なレベルでの議論が進む気配はいっこうにありません。現在行われている政治家レベルの議論を聞いていると、民営化にはなっていない郵政民営化法案の是非に始まり、福祉目的税化した消費税の導入の是非とか、年金の一元化とか、育児助成金制度の導入とか…まあ、問題の根本的な解決とは程遠い「問題先送り政策」ばかりが話されていますが、何だか空しくなります。
これらの問題を解決し、現在の日本を「持続可能な国家」への変貌させるためには、大げさな話ではなく、おそらく「政策」なんてものの枠を超えた「根本的な国家維持システム変革」が必要とされています。例えば、子育てのための地域共同体の制度化、中小企業を統合した共同生産体制の創出、大規模な移民受け入れ態勢の確立、通貨制度の常識に囚われない経済システムの導入、物々交換制度の現代的復活、企業活動拠点の強制的な地域分散、農産物輸入の大幅規制、年金制度の撤廃、公的医療保険の撤廃、中途半端な社会福祉制度の全廃、教育補助の拠点集中と一定以下の学力者に対する教育補助撤廃…といったレベルの劇的な解決策を本気で議論すべきであり（各制度の是非はともかく…）、さらには近隣諸国との国家的統合などを含め、資本主義と社会主義、民主主義と独裁政治、小さな政府と大きな政府…といった、従来から常識となっている国家の統治手法の概念すら超えた「生き残り策」を検討すべき時なのかもしれません。病み疲れた日本という国家に対しては、「投薬による対処療法」ではなく、「外科的手術」が必要でしょう。
むろん「弱者の切捨て」には反対ですし、ありきたりな話ではありますが「多様性」「寛容さ」「表現の自由」「想像力」…あたりが「住みやすい社会」のキーワードになるということに異論はありません。でも、こうしたキーワードを実現するための「外科的手術」の方向については、従来の常識を超えるレベルでの真剣な議論があってもよいと思います。そして、日本1国だけがどのように持続・存続するか…という議論はあり得ないはずです。靖国問題も含めて「日本人の誇りとアイデンティティ」について真剣に議論するのは大いに結構ですが、今この瞬間にイラクやアフガニスタンでは戦争によって、アフリカでは飢餓やエイズによって、膨大な数の、われわれと同じように「普遍的な幸せを願う人類」が殺され続けていることを、私は考え続けています。
話は全く変わりますが、私はアンジェラ・マキ・バーノンの大ファンです。EXエンターテイメントの「アロハ天国」は、よく見てます。
